Machiavelli was a supporter of Republic(in Italian is almost the same of democracy) but in his period Italy was divided into a lot of States, some ruled by Italian Families, and some with infiltrations of Stranger powers like France, Germany, Spain, Etc..
So in the Prince Machiavelli try to give a helpful tool to help Italian Princes to keep the control on the territories, sometimes the behaviors suggested can be considered morally wrong,cynic but Machiavelli is not interested in moral justification, he is only interested in giving useful tools(a Guidebook) to achieve health to the state, and not personal power (and he never said "the ends justify the means")
And sometimes an evil action is needed to obtain a bigger good.
Another topic is if it's best for a prince to be loved or to fear, the conclusion is that the best is to be loved and to fear at the same time, but this is almost impossible to obtain, so the best is to fear, but not to be hated because this would be the start of his fall.

Machiavelli in the prince explains his philosophy very clear about how rulers should be. He believes that a ruler should be cruel and have sole authority. He practically believes in a dictatorship.

--A prince must do anything to attain power and maintain it. For example he says that a prince’s only profession is war, he must practice miserliness versus generosity, and a prince should lie when necessary.
--the only profession of a prince is war. A prince needs to be armed at all times, and he gives examples of how princes have lost their states due to the fact that they were not armed.
A prince must always be training for war, in mind and action. By training his mind, he reads from past victories and defeats, that way he has better knowledge for future events. In training by action, he must maintain his soldiers and himself well-trained physically. In addition to that he needs to learn his surroundings, land, nature, rivers etc. because understanding terrain will help him defend it, and will also help him understand other lands when he has to travel through them.

--A prince must practice miserliness versus generosity. Machiavelli shows examples on how past rulers and leaders have acted generously, but he reminds us that they were on their way of becoming a prince. For example, he mentions Caesar, how he came to power by acting generously, but if he had maintained power, he would have exhausted his resources. He believed that a prince should act miserly and rather be called a miser, than have to impose taxes on his people after using up all his resources, for then people will hate him for that.
--A prince should lie, when necessary, according to Machiavelli. According to him, the princes from the past have succeeded by not caring much about keeping their word versus those who have. People will lie to him, and this gives the prince the excuse to lie to them. In the process of not keeping his promises, a prince should be clever on how he portrays these qualities he lacks. For example, Machiavelli emphasizes the importance of a prince appearing to be religious, kind, merciful, faithful, all these contribute to his appearance which he must maintain.
