yes it is beautiful!!! what happened before is now a thing of the past.. i cannot give you any recommendation on where not to go but i can tell you where to go.. if you have the money, you can go to club noah, coron, el nido, tubbataha or amanpulo.. they are beautiful places but you have to shell out some dough.. lol..
if you plan to stay in puerto princesa city, you can stay over at the legend hotel or asturias.. however, they have lots of pension houses that you can go to.. then you can ask for a city tour and also do island hopping over honda bay.. dont forget to check the underground river.. dos palmas is also a good place to stay btw..
my safety recommendations will be:
1. bring a camera
2. bring your snorkeling/diving gear (but you can rent over there)
3. have tons of energy
4. swimsuit and sunblock
5. always give your best smile (people are really nice)
6. comfy footwear
7. bring somebody to share the experience

It's probably safer than the town you are living in right now. I am an American and I just got back from there and other places in the Philippines. Only Manila at night made me a little nervous about my safety. Palawan is beautiful, make sure you do some snorkeling or diving. I can't wait to go back...

I just wanted to second what CDOGuide stated about the tampons. REALLY hard to get in Metro Manila (and comes in packages of only eight) so I assume it would be even harder (if not impossible) in Palawan.
To answer your original question, yes Palawan is very safe for an American woman.

Yes it is safe. It is unfortunate that these travel advisories are not updated to the real situation in the area. These foreign travel advisories should hire travel agents instead of "intellegence" agents who are not that intelligent at all. If they were that intelligent they would have found weapons of mass destruction in Iraq a long time ago. Petty crimes are always present. As one person pointed out here, stay away from American men :-D Just use your common sense and you will be fine. It is okay to wear bikinis in the beach but if you are in the town center, wear a more descent clothing like a shirt on top. By the way, tampoons are not commonly used by Philippine women, so if you are using one better buy extras. This was one comment I read in another travel forum ( http://thorntree.lonelyplanet.com )

Yes, it is safe. Palawan is actually one of the top tourist destinations in the Philippines. Lots of beautiful beaches there.

If your going to the southern part of palawan you should start an anti malarial regimin prior to travel (about two weeks) most of the finer resorts are in the northern part so no worry there. Puerto princessa has a few things to see but not much, but the food is great in most places and I personaly have never had any problems with the food there. Palawan is a great place to snorkle and to dive. lots of great beaches that you will have to yourself or mostly so. the underground river is great. El nido resort is absolutely the best place to go its worth the cost and you will never be so pampered as you will be there.

When you get there, the local will treat you like a god or a queen. There is no need to be scared or nervous about because Filipinos are very friendly. Go there with an open heart, smile to the locals and make friends in return you will have the greatest vacation and you will gain many friends as well.
Palawan is a very beautiful place.
