Its extremely illegal, even if you are only changing it so you can vote. Most drivers licences have built in protections in order to show that someone has arbitrarily changed thier age. As an example the Washinton state drivers license number has a series in it that allows certain parts to be added quickly in order to verify the age of a person. The new passports have an RFID chip in them, so tampering with those is probably not wise at all. But thats passports... not licenses. In any case it is not wise and you probably shouldn't do it.

if you mean can you lie about your age then the answer is NO NO NO. Are you crazy? A driver's license is a legal document issued to you by your state government. It is illegal. If you got caught you could go to jail.
