In the movie, it showed that the Phoenix had near limitless power. This was true. I believe Storm would not have a chance. In the comic book itself, the Dark Phoenix was the most powerful being until Onslaught.

Pheonix eat suns, destroys galaxies. She makes Galactus quiver with fear and dread.She can easily stalemate The Beyonder and even Celestrials. She is power incarnate. Storm is not even a significant thought in Phoenix's mind
