this question is completely biased therefore irrelevant. there is no set person that is aloud to have more kids then the next. i know plenty of trailer park trash people who can't stop having kids as well. it's not always the rich and famous who pop kids out. as a matter of fact, i think it is more lower class, poor people who breed uncontrolably, and i'm sure if i really wanted too i could find a statistic to back it up, but since you're answer raves bias, it's not really worth it.

and who would set the line? you? the government? one person's freak is another person's artist. whose definitions can we trust? controlling who can and cannot reproduce is exactly what the Nazis were attempting to do.
although, in most places you need to get a license to drive - the tests aren't always that hard, but they do show some sort of competency. I think there should be some sort of required education/test for parenting.

I don't know they like doing it. It guess. but if they can't control it then they need to wear condoms or stuff to hopefully prevent things from happening that shouldn't happen.
