Someone's behavior is going to have to change, and I don't think your neighbors are capable of acting like an adult.
So what can YOU do to get a good night's sleep? Move your bedroom downstairs or to a more distant room in your house? Buy yourself ear plugs or a clock radio that will play music until you fall asleep? Learn to sleep with your tv on???
Retaliation seldom works, and anger ruins your disposition...so unless you can get the neighbors to band together..you've got to be creative for yourself!!

This is a tough one. Keep calling the police. Speak to a desk seargent. Get his badge number. Keep a record of everything. Consult your alderman with the record. Consult your landlord about the lease agreement. File a lawsuit if necessary for violation of disturbing the peace ordinances.
Good luck. I had young neighbors that liked to fight living above me. It often sounded like they were going to come through the ceiling! After a while I realized that they really enjoyed it and were not going to stop. I broke my lease (legally) and moved.

Mount bright security lights on the eaves of your roof, and make sure they're aimed into your neighbors' windows. Turn them on whenever you think there are prowlers around (you know, some time between 2 and 4 a.m.)
Okay, that's not a good answer. Sorry, I don't think there are any good answers. If they're renters, buy the house out from under them and boot them out. Or, you're going to have to move. Sorry.

This doesn't help in the immediate, but I would start taking notes of times and offenses, and perhaps you need to film some of the activities and make note of license plates.
This is in case there is illegal activity, which may be your best recourse: catch them at something.
You might contact your local police for advice, or your neighborhood advisory group, if you have one.
This is tricky, because you don't want to end up on their "hate list." But your quality of life matters too. Good Luck.

if you dont 't want to call the cops, then get down on their level. Pay attention to when they do go to bed and crank your music up! Get just as loud as they do. Get a dog that barks all the time. (I hate my neighbor's dog!!!) Go outside and pretend to be working on your car/truck and rev the motor up loud (my neighbor's do that too) put a light on your house that shines right into their bedroom windows and leave it on all night. (I have really bad new neighbors lol)

Keep calling the police, if they are in violation of noise bylaws it is your right. Eventually the cops are going to get tired of being called out there and write up a citation.

Have a polite talk with them and if that doesn't work then the next time they play loud music call the police call and make a complaint

why don't you give them a taste of their own medicine and play music really loud when they're trying to sleep. throw cigarrette butts in their yard. or maybe just keep it to the music.

Use bacteria warfare. Silent but if they're sick all the time they won't have so much time to mess with you. Smear germs on door knobs in small amounts. Not responsible for your actions!
