To accurately determine the value; you are going to have to find out the rarity of the coin, and more importantly it's condition. good, very good, fine, very fine, etc up to MS65 (uncirculated).
Lastly You will only get about 1/2 to 2/3ds of the price the book says it is actually worth.

The 1919 cent had a mintage of 392,021,000 it took till 1940 to have a cent that had a mintage higher than that. It is far from a scarce date. In grade good it is worth .10 and only $1.00 in grade extra fine. In uncirculated grades low end $6.00-$18.00 in higher end. The values above are about what a dealer would pay.

I know this one coz just a couple of days ago I picked up some early date Wheat cents and one of them was a 1919. It was placed by the dealer in the pre-1930 common cents box. I paid 40 cents for each of the cents including 1919. They're in average condition with all letters legible.

It depends on the condition of the coin, what color the coin is and which mint it was made at.
Copper coins change colors over time. Brand new fresh from the mint have a bright golden or reddish color. After a while they will begin to darken in color so that they are mix of brown and red and the last color is a coin that is largely brown.
Mint marks will be just below the date. No mint mark means Philadelphia, a D would mean Denver and an S would mean San Francisco.
Without more info and assuming a medium grade circulated coin you are probably looking at 2.00 or 3.00 dollars retail or 1.50 from a dealer.

off the top of my head? $0.01 but seriously, a 1919 wheat penny on ebay is only selling for 25-75 cents =\ of course they charge 7 bucks for shipping ^ ^
