No it is an illegal reciever. but if the ball is tipped then an o lineman can catch it. They can also recover fumbles.

The short answer is no....... However, if before the play is ran, the
offensive team declares a "lineman eligible" and the offensive team lines up in a legal offensive formation, then and only then, the ball can be thrown to the "eligible" lineman. If a lineman is not declared eligible and the QB throws him the ball there will be a penalty for illegally touching of a pass by an ineligible receiver.

He can be his team will be flagged if the O-Lineman touches the ball first. An O-Lineman can report as a Tight End or Full Back or some other eleigible receiver and thus he could throw to him that way.
However, Can Payton Manning drop back and throw it to Jeff Saturday. No that would result in a penalty with loss of yeardage and loss of down.

I can think of 3 situations where they can throw to an offensive lineman.
1. If it is tipped by an opponent first, then anyone can catch the ball.
2. If the offensive lineman is uncovered on the end of the line and checks in with the linesman as a elgible receiver.
3. If the ball is passed backward (technically this would be counted as a run)

No. Not unless the team has him line up on the end and make him an eligible receiver. In other words he can't line up on the line.
