In NYC, where are the best places to act proffesionally, but just regular plays, not musicals. (Hypathetically) If I were to want to make a living out of acting in theatre, where would be the best place to do so?

Unfortunately, very few people are full-time professional actors, particularly in theater. Most of them, unless they are in the highly successful Broadway shows, do it for the love of theater and the art. Even some of the best stage actors may only make $40 or $50 per show.

Most New York actors don't make a living as actors. They perform in showcases, without pay.
