Jeanette Jerome , formally Lady Randolph Churchill American-born society figure, remembered chiefly as the wife of Lord Randolph Churchill and mother of Sir Winston Churchill, prime minister of Great Britain (1940–45, 1951–55).

Jeanette Jerome was the daughter of a prosperous American financier and a socially ambitious mother. In 1867 she and her two sisters were taken to Paris by their mother.

Yes, His mother was American. His father English. That's the major reason he became Prime Minister. The English needed America's help in defeating the Germans and if the PM was half American it would make the Americans more willing to help. They did with the Lend Lease Act.
