The amount of light or dark seeds need varies by species. Some seeds like lettuce need to be planted shallowly because they need light to germinate. So, your question really is not a true one. Some seeds will germinate in the dark but soon need light to photosynthesize or they will die (in the dark).
Seeds need water, nutrients, and various amounts of light to germinate. Seeds I have germinated I have done so in a place where there is light in the environment and I have been highly successful.

Some seed need darkness to germinate. They probably need to be down in the soil to increase their chance of survival. The darkness "lets them know" that they are safely buried, and that if they sprout their chances are good for success. Others need the light, and should not be buried, but rather placed only on top of the soil.
Plants are often photo-sensitive, which means they act differently depending upon light. For example, some plants lose their leaves, or bloom, because of the length of the night.
