I'm thinking about applying to a PhD program. I received my BA and MA at an American University, then took some post-graduate courses in Canada. Will there be a problem if I just list the US Universities?

Actually, it was one course and I got an A. It IS more expensive since the transcript is in French and would cost $125 to translate.
Plus, the credit wouldn't transfer.

You should definitely list the course on your admissions application, and you should definitely submit the transcript.

You absolutely do not need to get the transcript translated. I assure you that the faculty on the graduate admissions committee are able to read French.

The reason for the transcript is not for reasons of transferring credit. (Graduate programs rarely accept credits for transfer.) The committee will want to see evidence of your grades in all of your academic courses, and having taken a course offered in French enhances your application, since most Ph.D. programs (in the social sciences, arts, and humanities) require fluency in both French and German.

Yes, it's dishonest. What's the problem really? It doesn't cost that much to send out transcripts from Canadian universities and it's actually very easy to do. Must be that you didn't do too well. Schools don't look to kindly on academic dishonesty.
