what laws govern the right to use the title engineer?

NO.

In the Philippines, the PRC Board of Civil Engineering regulates the practice of Civil Engineering in the Philippines. In the US and Canada, each State or Provinces has its own Regulating Body similar to that of PRC.

In Ontario, using P Eng after your name without a license is punishable by law. I guess that holds throughout in all Countries, State and Provinces where Civil Engineering is regulated.

Countries that has no regulating bodies such as China, Malaysia, etc., you can simply use the title whenever you want to.

I am a Civil Engineer in the Philippines and an active member of both the American Society of Civil Engineers and the Canadian Society for Civil Engineering.

Any profession that invovles life and property is regulated by the government. Not all colleges and universities in the Philippines have the same teaching standards. The licensure exam is the only way the government can determine if you are capable enough to practice the profession.

This is not as simple as one might suspect. In the U.S., state laws govern. In some states, it is OK to use the term "engineer" on business cards, letterhead, etc. without licensure, while in others, it is stirctly forbidden (title protection laws). I'm a P.E. in Texas, where the use of "engineer" without holding a P.E. (as a result of passing the exams) is unlawful. In other countries, it varies widely. In fact, in China, where I now live, the term "professional engineer" is not well understood and "engineer" is any graduate of a professional school. Hope this helps.

You should pass the board exams to gain the title of Engineer.

no. passing the national board exam is a requirement in becoming an engineer. so if you failed,then you aren't. it's the same with other professions -law,medicine,nursing..etc.
