TAKE A LENGTH OF 3/8" ID VINYL HOSE LONG ENOUGH FOR YOUR NEEDS. TAKE A 4 INCH LONG PIECE OF 1/2" ID VINYL HOSE TO FIT ON THE PUMP. PUT VINYL CEMENT ON 2 INCHES OF THE END OF THE 3/8 TUBING AND POKE THE END OF THE 3/8 INTO THE 1/2" AND LET IT SET UP. THAT WILL GIVE YOU THE CORRECT SIZE ON EACH END. CHEAP AND EASY.

Hard to answer properly not enough information.
But there are hoses that will adapt from 3/8" to 1/2" pipe, but one really needs to know all the facts. Take a picture and take that to a hard ware store, so you can get the proper one, Home Depot should have what you want, maybe in the Outdoor garden stuff.

You can get a 1/2 to 3/8 inch reducing fitting, the make them in PVC or copper and are available at any home center. The other option is a flex hose for sink faucets, they come in a variety of lengths and are pre-fitted with one end 3/8 and the other 1/2 inch.

Any hardware store should have a 1/2"x3/8" reducer, check for internal or external threads.Also make sure the pump does'nt exceed what the fountain is rated usually in gallons per hour GPH or gallons per minute
