Try pressing F8 while the computer STARTs to load XP and see if you can boot in Safe Mode. You can then try a RESTORE... In fact, when you boot to safe mode.... it will say - you are entering safe mode, if you'd like to restore to an earlier time, press yes"....

You can also try entering Safe mode and see if you see your icons there..... Sometimes if you boot to safe mode and then reboot regular mode - it will fix some things.....

See if you can restore to an earlier day FIRST..... Of course, you could have trashed your hard drive by a power outing. That's why I tell everyone to get a UPS (battery backup) because then, if your power goes out, your computer runs off the battery until you have time to shut it down.

If the worst scenario happens and you need to reload - just get your XP disc and stick it in your CD player, reboot and let-er-rip.

To reinstall Windows you don't have to be able to see any of the stuff you've currently got, in fact the reinstall process needs to sidestep your current install of Windows entirely so it can wipe it and give you a fresh copy. The process is simple, put your Windows CD in the CD drive then just switch the computer off and back on again. The machine will load the CD up instead of your current broken Windows install and take you through the reinstall process.
