When I hear those terms, I usually perceive as someone considered hard working but not upscale (or higher class) enough to be as well known as other designer, such as Abercrombie and Fitch and such. What I mean by this is that Abercrombie would be in a "high" classification, where they're more noticed and famous for their work. As for the infamous type, it's someone more in the "mid-class", on the way up to a higher class, in which very few to make it to the top. But this is my perception and how I always took this saying...
