When you reinstall WinXP, you also need to reinstall the drivers for the hardware in your system. Often Windows will have some default drivers that work, but it's better to find the drivers that are specific for your hardware. You need drivers for your sound card (not for your speakers... speakers don't have drivers).
If you bought computer from a major manufacturer, you should be able to go to their website, go to the support section, find the section where you can download drivers, and put in your computer's model number to find out what drivers you need to download to install. Follow the instructions there.

Having speakers plugged in will not necessarily play sound. You need to have a driver installed for your sound card.
A driver is a program that recognizes your hardware and allows windows to use it.
If you have the sound driver cd just install the driver from the cd.
If you dont have the driver cd but know what sound card you have go to the manufacturer's website and download and install the driver from there.
If you dont know your sound card, download the program from the link that will detect your soundcard. Then go to the manfacturer's website and download and install the soundcard from there.
