Why can woman play on the PGA tour but men can't play on the LPGA tour?

i asked my high school principal almost the same question, because i told him i wanted to go out for girls' volleyball when we had a girl go out for football, he shot me down and couldn't give me a good answer other than, "no one wants to see you out on the court with those short tights on"
