If you have windows xp hit ctrl+alt+delete at the same time and task manager will come up there is a menu at the top and click on the menu that says shutdown and you will be able to shut it off. You should als check to see if your start menu is just dropped down below the screen. You should be able to move your mouse to the bottom of the screen and pull up it will come back if it is there. If this doesnt work go into control panel then click on Task bar and Start menu. You will then see some options to choose from make sure hidden is not checked. You might want to lock it too while you are in there so it doesnt move again.

All this answers will lead to damage your Windows opreating system
if you can't find the Start menu you can do one of the following
1- press Alt+Del+Ctrl this will open Windows Task manager from the menu select Shutdown
2- press the Windows Key in your key board this will open the start menu and shutdown the PC normally
3-move the mouse pointer in all the 4 side of ur screen to make the task bar appear ( may be u make it auto hide)
4- some keyboard have Key called ( power )

Either unplug it, turn it off using the power button, or press the windows key at the bottom left corner of the keyboard which brings up the start menu

when you say your startup menu has gone do you mean the whole task bar, if so just bring your cursor arrow down to the bottom of the screen , when you see a little arrow hold left button on mouse and drag upwards, you should now have the task bar back

Click control-alt-delete. That will give you the option of Shutdown or Restart, among other things.
Also, if you have a windows button on your keyboard, click that to bring up your start menu.

Cntrl + Alt + Delete should work... You might've minimized your start menu. Curse over the very bottom of your screen with your mouse and you should get the vertical arrow thing and you can drag it back up.

Yes, Harry is right, but you can also press the windows key on your keyboard and that should pop up the windows bar.. but if not yes go and hold the button on your PC.

Easy. At the back of your PC you will find a thick cable, follow that cable until it reaches a socket in the wall: turn off that socket.

the starting up manu bar has been dragged both off the proper, bottom or aspects of the exhibit screen. to locate it, press the keyboard key which has a flag on it then drag it decrease back on lower back
