Oh, I LOVE the idea of a part-time state legislature!!! Why, they could barely have time to pass half the laws they do now, and spending time (and money) on government might not dominate their minds.
You gotta remember anyone who wants an elective position has to have an agenda. Guys who only do that thing part time would have a vastly different style. Heck, you could eliminate salaries entirely, figuring the party that elects him can probably afford to pay his expenses while he's at the capital, if it's only going to be say, a week every month or two. Or he can do it at his own expense, although if he got elected, even by independents, they'd probably support the costs.
What a wonderful idea you have here! Let's other states think about this, too.
