Reformat your PC is not harmful at all. It will make your PC run faster too because a freshly format PC doesn't have all kinds of stuffs you collected over the years and it's free of viruses and spywares, for a while anyway. To keep your PC in tiptop shape you need to have Anti-virus,Anti-spyware and a Firewall. Don't forget to run Disk Defrag once in a while and don't install any apps that you will never use.

It depends what kind of troubles you are having. Sometimes you can experience hardware problems that no not require a PC to be formatted. But if you experience software issues or if you have some sort of virus then a format is a must.

Depends whether you know how to format or not .
as you havent said what your problems are!!!!.
in general if you have a virus,or too much stuff on your harddrive or recycle frequently and dont defrag regular then the best thing is a complete clean up by formatting your hard disk.
but before you do whats the problem you have and have you formatted a harddisk before?
if you havent then dont or you will never get it to work and its a costly error to mess with your computer with no knowledge on what your doing.

Most likely no. But just make sure that you have all the files that you really need saved to a cd or a flash drive. Other than that no reformatting your hard drive is not harmful.

Depends on where the problem is.
Reformatting and creating new partitions will solve all problems except if your BIOS is infected.
For this you should scan your BIOS before formatting. Secondly, it would also help if you upgrade your BIOS to the lastest version by visiting the manufacturer's website.
