Great question! Russell, I have been watching and studying the weather now for nearly 45 years. Yea, I know that's a looooong time. But in fact when it comes to weather, especially the climate of weather, it's toooooo small to even measure. I had a climate professor in undergraduate school who taught that true climate scales are not on the order of years, or even hundreds of years, no not even thousands of years, but rather eons. True, there may be factors which will or even, have, chaotically pushed our "climate" into a new and different form. But that will not be truly visible to us probably for another 20 years if the change has been of a catastrophic magnitude. So what you are seeing right now and what I am seeing are probably not due in any real sense to climate change but rather to the vagaries of day to day, month to month and year to year variations, which I personally attribute to God's sense of humor when He first sat down and instituted the equations of motion and thermodynamics which govern the weather of this planet. I might also recommend two books for you. Both are great reads. The first is James Gleick's "Chaos - Making A New Science" and the second is James Lovelock's "The Revenge of Gaia - Earth's Climate Crisis and the Fate of Humanity". Both will give you a little different perspective on by the study of global climate change. Good luck.

Around the equator the weather is pretty constant. They have no summer or winter and the temperature stays pretty constant throughout the year. Rainfall is usually seasonal. The rainforests in the tropics create their own climates and are pretty constant.

The closer to teh equator the more consistent the weather simply because the distance from the sun hardly changes throughout the year whilst the poles are further away in winter and closer in the summer with the Earth's tilt.

I think that the times being as they are (global warming, pollution) the weather patterns have shifted as well as climactic changes are occuring. Essentially, what would have normally been one climate, is rapidly becoming another. So, to answer your question, no, I don't think there is any one place where the weather can be reliable.
