A cover letter is a little more of a personal touch that is usually included with a resume. It's supposed to make the prospective employer more interested in reading your resume.

Or if your a teen and don't neccessarily have a resume at hand. You can include a short cover letter when you turn in an application. It's not informal. Just meant to peak interest and give a little bit of background

A cover letter will let a potential employer know why you are interested in working for them, why you think that you are a good match for the job you want there and that you will be contacting them about an interview time. This is standard information for a cover letter. You should put any brag info here that you haven't included in your resume. It doesn't have to be too long, a few paragraphs will due. At the end though, you should include that you will be contacting them on such and such a date to discuss a time to meet about the position. This will show that you are a go getter and that you are going to take matters into your own hands.

A cover letter is very simple. Lets say you are trying to get a job, and you mail your resume to the company. You would put the resume in the envelope, and then your "cover letter" might look like this:
Dear Sir/Madam:
Enclosed please find my resume per your request.
Thank you for your kind consideration.

Sincerely,
blah blah blah

you know - just a letter to introduce whats inside the envelope.
I hope this is helpful.

Cover letters should basically summarise the most important parts of your resume/CV in an easily accessible way, while relating back to the job which you're applying for and thus illustrating that you'd be perfect for it.
