A door out of alignment usually has a cause. The hinge screws may just be loose. The hinge could be worn or bent. Water could have caused the floor to swell. I'd try to find the cause before cutting the door. If the closed door fits the jamb nicely and you determine the door just needs a trim then mark the bottom of the door while the door is hanging. Place a ~1/2" board on the floor and against the door and use it to draw a line on the door. This will match the door to the floor's contour. This shows you about how much needs to be removed. Close the door and redraw the line straight to make the door look nice when closed. Remove the door and trim. Seal the bottom of the door with paint if you have some handy.

You are probably getting swelling from the laundry moisture (do you use an extractor fan?
Try opening the door to where it doesn't jam and tape some medium grade sand paper to the floor just before the door starts to jam. Then swing the door back and forth to sand down the bottom.
On a tiled surface this should work for minor sticking problems without having to take the door down.
The best advice has already been given to you - check and tighten all the screws first, then look at taking the door off and plane the bottom with enough gap to accommodate the swelling

Stuff a wooden shim under the door and tighten the hinges. If that does not work you can move the hinges up down on the door side some. Remove the shim and see how it goes. Otherwise you will be cutting the bottom of the door.

take the door down and plane the bottom edge.... depending on how much needs to be taken off you can use a wood planer or sand paper... it's not that difficult...
