This is not about me it's my friend and her gf said it's down to either she moves in with her or she's not ready for a relationship with her.

Why would someone who cares about another person want to coerce them into moving in? Living together can make or break a relationship so it's important that both people are comfortable and ready to take this step. Sounds maybe as if the girl who is giving the ultimatum is insecure and wants proof that her gf loves her by moving in. That's not good.

Ultimatums like you suggest rarely get the outcome the person wants. If a person is attempting to force the issue, I'd leave.
