Sorry I fail to understand what you're trying to acheive. If you want to encode a (legally acquired) CD, then there is no easy answer. It all depends on what kind of quality do you expect out of your rip.

MP3 is the oldest and most used format, so depending on where you want to play your music, it might be the best (or only) option. WMV, on the other hand, is Windows specific anc while you can play it on other devices, you have to make sure it's supported. Another format is AAC which is what Apple uses in its iTunes/iPod combo.

a WMA file uses less memory, so you can have more of them than mp3s... however this difference is minimal
