That is a very deep and broad question.

1. If we're talking about a democratic-ish system, it's because the people under him or her have put them there. They think he or she will do the best job in that office.

2. If it's a question of monarchy, usually it's a matter of a bloodline that has gained enough power to keep itself in control of a population. Of course if there is corruption, people might rebel and stage a coup to istall a decent ruler. But if they choose to obey unfair leadership, it's probably out of fear or apathy.

3. Generally speaking, good leaders are the people we trust. They are smart and capable of taking charge of a difficult situation. Thus, their orders are what makes the most sense to follow.

There are many answers to that. But I would say the most common reasons are 1)They have gained the trust and admiration of people 2)They have proven they can lead from previous endeavors 3)They tell the people what they want to hear, whether it is true or not 4)They are despots who threaten and opress their people

Charisma (people want to be part of the movement)
Concern (people think he can care for them)
Wise decisions (people see choices as being 'good')

Leaders have to have one of the things above
Good Leaders have two
Great Leaders have all three
