If it's publicity you're after then an atomic bomb best suits your needs, but if you plan to occupy and exploit the target territory then I'd go for a neutron bomb if I were you.

A neutron bomb is a special type of atomic bomb that puts more if its boom into neutron radiation and less into the actual boom. So it makes a big explosion, but not as big as a regular atomic bomb, but it also emits WAY more deadly neutron radiation. That radiation kills and then goes away in a fraction of a second without leaving any radioactive fallout, so the military really liked the idea. You could send troops in to occupy the area bombed without them being contaminated by fallout.
