I was wandering if I could find the location of a place (not exactly ...maximum the city and country) with a half ip?
i.e: 217.24.
if yes where can I find this service for free...

Nope, not possible -- there are multiple countries covered by 217.24.0.0/16. I did a few Whois lookups on a variety of IP addresses between 217.24.0.0 & 217.24.255.255 and they're scattered all over Europe.
