They say it to help you stop worrying. Worry never helps any situation. If you saw your pet running out in front of a car, would you be able to stop it by worrying? No, this takes action not worry.
Another reason someone may say this is to help you realize that there is nothing you can do about the future. If you are concerned about, say, having an accident, then take action. Learn how to prevent accidents, be more cautious, etc.
Again, worrying doesn't help and can actually hurt you by causing high blood pressure, ulcers, low immune systems, and other physical problems.

It takes more muscle to frown than smile. Life is too short to go around being depressed all the time. Thats why they say it

I don't think people like being told what to do or how to feel. SO when someone says "Smile" you don't want to to feel happy or listen to what they're telling you to do.
