Although it's possible his current funds may have been frozen (not ceased) pending an investigation. But he would have been contacted well in advance. Also, he would have been given many opportunities to come to some sort of payment plan of his old debts. I doubt that any of his money, if he had any, would be taken away, unless his money was acquired illegally. But that is another matter. If he owes money for child support it is possible that the legal powers [that be] may say he owes $17 G in back-support but they can't create a debt in the BANK. Chances are his wages will be garnished (a certain percentage of his income) until he is caught up in his child support. Whatever the case - he is probably lying to get some money from someone.

If you owe back child support or any sort of judgement against you the bank can freeze the amount that is already in the account based only on a court order from a sheriff but even if the amount in the account doesn't cover the total owed on the judgement they will never "add debt" by in effect overdrawing the account. The court will generally draw whatever is in the account and then begin to garnish your wages. I would contact the bank and request a copy of the court order that made them freeze the account. It sounds like there was some sort of mistake on the bank's part.

If the court has ordered a seizure of assets , the bank must comply.
This is even more true if the child has been getting government assistance and the father has been non supporting ($$). The government will collect by force through the court if they locate the delinquent person.
The overdrafts occur when the person has written checks but the courts freeze / seize the assets, then all the checks that were written . . . bounce !
$17,000 sounds as if he was fairly well to do so the child support could easily have been $8K and up per year.

If a court tells the bank to do something, the bank does it. In this case, for back child support? Oh yeah, it can in spades. It has before, it will again, for one very simple reason: the court told your friend's son to pay child support and refusing to pay what the court ordered is CONTEMPT OF COURT for which he can be jailed. He can appeal the judgment, but appealing after ignoring the judgment looks very bad and tends to lose the appeal.

If there is not any longer a courtroom or administrative help order in place then there's no criminal entity that could take action against you. however the custodial verify can visit courtroom or your state's baby help business enterprise and get an order issued. At that element they are going to calculate what you owe going returned to delivery of the baby. that's extraordinarily much particular that an order will set help at a greater physically powerful quantity than you're paying voluntarily. they are going to deduct what you have paid in case you are able to instruct you paid it as baby help. that's serious. in case you have cleared tests or money orders, they could desire to assert "for baby help of little Bobby" on them or it won't count quantity. Or in case you have a signed receipt from the different verify asserting you paid X quantity in baby help. And to respond to your question, particular. they are able to freeze your account and then empty your account. they are able to try this for mark downs, checking, investment or retirement debts. you're able to desire to be mentioned that there will be a courtroom listening to and/or a CS order is being issued. you will get 30 days to pay up all you owe. in case you're present day then they simply garnish your wages. in case you're in the back of the garnish your wages and hit your debts.
