Are "politician" and "statesman" partial synonyms ?

in my semantics exam, we were asked to identify which are partial synonyms, and which are near synonyms: (crazy-nuts) , (statesman- politician). does (politician) entail (statesman) ???

A politician is almost anyone who engages in political activity. "Statesman" is a term of honor given by others to someone who is respected. A statesman is one who has the skills to both SHAPE and FOLLOW the will of the people.
