From what I understand he never actually looked at her Tatt. I do know he burned her so that no one else could learn how to be a Flame Alchemist

Interesting but did it ever say that Roy saw Riza's tatoo? And if we assume he did, Then probably the answer is yes. Is that the logic you want? ;P
