If the tank is dry with no fish, use vinegar. You can spray some vinegar on, let it soak for a bit, and scrub it off with a paper towel ; it should come off pretty easily.
If your fish are still in the tank, you can either use an algae scraper or, if it's on an area that is not submerged, you can still use vinegar- in small amount, it won't harm your fish, but be careful not to drop too much in the tank, of course.

Use a scraper.
I used to use single sided razor blades.
If you ever intend to use or are currently using this as a fish tank, do not ever use chemical cleaners.

If it is glass and NOT acrylic, razor blades work the best. They are cheap and do a wonderful job.

However, make sure your tank is not acrylic.
