Mowing lawns and shoveling snow. Even paper routes in their neighborhood are good. Depending on how old they are they could do local babysitting or helping elderly in their neighborhood do chores around their houses.

Newspaper delivery, mowing, shoveling, and lemonade stands.
Do not let your child babysit in someone elses home. Things can happen and its not a kids place to babysit.

-help people with general yardwork (groom the bushes, rake leaves, edge, plant their flowers for them, etc.)
-if you're old enough, babysit (get a CPR certification and go for it!)
-walk dogs
-deliver the newspaper
-paint (fences, garages, etc.)
Also - if your community doesn't have a city-sanctioned recycling program, you might want to organize a way for your neighbors to recycle. Maybe your city has a private company that collects platics and glass. Charge your neighbors a small fee to have you (and your friends) pick up what they want to recycle and you guys take it to the company for them. ;-)
