What is the name of that paper that you put on glass to make it look frosted?

It's this transfer paper that you stick onto a glass and then peel of the back and the frosted appearance is there. It's kind of like a temporary tattoo kind of thing.

Frosted decal paper or frosted window film.

A good website for this:

Also, if you want to use a vinyl frosted film, here are two good websites:

I don't know of any paper, but there is a product that you can put on your windows that can be removed later. It is called Frosted Glass and is put out by the Plaid company under the name of Gallery Glass. You can get it in any large craft store (probably on Plaid's web site also)
There is also a frosted plastic film that is available at Home Depot. You apply it to your window with soapy water. It to can be removed.

I don't know of any paper, perhaps you're thinking of etched glass? You can purchase etching cream and etching kits at craft stores and make your own etched glass!
