Practice doesn't make perfect; practice makes permanent. Only by practicing what is perfect can one learn to do it perfectly.
That said, teachers know that a thing is NOT learned without repetition. "Just get an electric guitar, and take some time, and learn how to play . . . and in a week or two, when you reach the charts, the girls will tear you apart." Great song, with that great gag in there about learning guitar in a "week or two." Eddie Van Halen got where he is by NOT going out Saturday night. He stayed home and practiced his guitar every night. Life is like that. All subjects are like music--you know it by practicing it.
Thus, to answering your question: homework is the practice on the subjects that secures the knowledge in you. Besides, what else would you do with your time? Play?

Teachers didn't invent homework. It's important to be interactive with and review the material you learn at school each day. Some homework can be mere busy work, but hopefully you can get something positive out of it.

You don't learn much just by sitting in class. You have to actually THINK about the subject. Homework is a way of trying to force you to do that. Of course, you can always refuse to do homework and just "do your time" in class. The only down side is that you won't actually learn anything. Does that matter to you?
