Actually, the originally line was "She was not a beauty queen." But John and Paul knew this line didn't fit, so John just made up that line since "teen" and "mean" rhymed and thought it sounded good. John didn't "mean" anything really, the line is just a filler. Just answering the real question...I don't expect ten points.

The legal age of an Adult in My state (missouri) used to be 18 (17 was not legal) Now However it's 17. It meant Jail Bait BABY!!

In England at the time maybe 17 was legal so she "was just" meaning "barely" meaning "barely legal". just another scene played out where men want to boink young girls....blah blah blah, liked the beatles but not so much that song

She was seventeen -- old enough to be an object of desire but young enough to be childlike and "safe", i.e. not going to push the singer into an adult "relationship".
