Plastic, I like lining small trashacans with plastic. Paper tears when it gets wet. You can get more use out of plastic.

I re-use both paper and plastic bags for various things so it depends on what I need more at the time.

Paper! Those plastic bags hurt my palms and wrists when they're heavy. It feels like they're cutting me.
