Also if I put it in reverse while the motor is off it goes in gear fine. So is this problem the clutch or the transmission?

Reverse probably doesn't have a synchronizer.

Try this little test. With the vehicle stopped, push in the clutch and put the stick into any forward gear. Keep the clutch in and then casually put it into reverse.

If it grinds, then your clutch is not releasing completely.

What's happening is friction is spinning the clutch disk. Then when you try to put it in reverse, the spinning disk is stopped by the reverse gears meshing.

For forward gears, the synchronizers match the speed of the disk to the gear. The synchronizers act like little clutches to slow down or speed up the clutch disk before allowing the gear to engage. There's a synchronizer for each forward gear.

But if the problem only happens when you are in neutral and then you step on the clutch and go directly into reverse, then you just have to put it in a forward gear before putting it in reverse.

Sounds like a clutch. The trans is not disengaging from the engine that's why it's grinding.
