Women mature physically and mentally sooner than men. But, for many, many women (girls) there's a period between 16 and 28 (or so) where these women are somewhat less mature than guys. Then, during a 6 - 12 month period, these women rapidly mature. It's often from having a child or one too many bad boys. Guys, on the other hand, mature at a very linear rate, and some don't really ever grow up.

It's been proven that women are 4 years ahead of men on a maturity level.
