Yes, you can feel guilt for something but not tell anyone if you don't have a conscience. Your conscience is what eats away at you until you confess what you've done.

You can't feel guilt unless you have a conscience & you know you have done something wrong. People without a conscience have no remorse for wrongdoing.

Your conscience warns you about doing things that are wrong. Guilt is what you may feel after you have either done something wrong or something bad happens that you blame yourself for.You may or may not be at fault to feel guilt.
