The anser is both simple and complex. He has no real authority over anything politcal (except the Vatican) but is the spritual leader of the Catholics. The pope will issue statements regarding political things so the members of the church will follow him, so in a way he has some power to sway voters but has no real political clout.

The Pope has just as much political power as any foreign leader. He is ruler of the Vatican and has numerous ambassadors, mostly cardinals, who try to promote the Vatican's foreign policy goals. Currently the Vatican is attempting to negotiate for actual freedom of religion for Catholics in China.
