I think the Tom and Jerry shows are so violent because the people who created Tom and Jerry probably thought that kids laugh at cartoon violence (though, probably children 8 years and older are probably bored with it by now).

Because when the show started, there were not as many opinions on television programs. It was more acceptable back then to have "violent" cartoons because they were "just cartoons".
