I have all my important stuff on my ext hard drive, whats the best way to do this (myself - not the school or a store) without having the cd?

Ask a friend or the school for a "System Restore" CD and reformat your computer.

You can erase your hard drive by formatting it just you would need a windows cd to start it up again. If you didn't get the recover cd you should call the company who made your computer and ask for them to send you the recover cd. My laptop didn't come with restore cd but talk to them they send me the cd for free.

Don't format your hard drive. Formating only deletes the FAT table. Everthing on the hard drive remains and can be read and even used again. You need to write over each sector of the HD to wipe it 'clean'. You will need software like Norton Utilities to do this. After you complete this chore then you can install another operating system.
