Electrolyte concentration increases current. Current will not flow through pure water. There must be electrolytes dissolved in it before electricity can pass through it. The presence of electrolytes does not affect voltage. The voltage can be applied to a fluid, whether or not it contains electrolytes. If it does not, then the resistance is effectively infinite and there is no current, but the voltage is still present.
