Well, for the same reason that some people can't read.
Becoming a developed country takes a coordinated effort. There are some countries where this process is more difficult. Some of the reasons for this difficulty include a lack of natural resources or a culture that is not conducive to the coordinated infrastructure it takes to become a developed nation.

Wait... you guys are being too naive.
The so called developed countries have abused for centuries on other countries, exploiting their natural resources, cheap labor and taking the profits home.
Rich countries are rich at the cost of making other countries poor!
Just look at the developing regions in the world, their economies and politics have been managed by the interests of the rich countries for centuries. If these developing countries were to become powerful economies, they would threaten current status quo.
Just take a look at www.newamericancentury.org for a pretty blunt and scary demonstration of these world dominance plans (in this case from US, behind the scenes governing bodies).
Of course there are other several factors that influence the development of countries - geography, natural resources, weapons, diseases - but we should not disregard how abusive international relations, both private and government-wise, have a strong impact on this.
There's a great book that discusses this topic through the history of world civilizations. It does not stress the same point of view I've emphasized here. "Guns, Germs and Steel. The fates of human societies" by Jared Diamond will give you a more precise answer than myself.

Underdeveloped compared to whom? There are several cultures in this world that survive and thrive without the Western Ideology of development. I lived with a group in India that had no television, radio, microwaves, supermarket and all the other "developments" of Western culture wand I never went hungry, was never bored and there was no one overweight, so what are we really saying when we say underdeveloped? I really think there are no underdeveloped countries.

That's like a Gold medal champion asking why there are underdeveloped humans. The norm is not the champion.
The norm of the world is probably on the level of 1800's US and below. It is not the case that they are underdeveloped. It is the case that we are exceptionally developed.

Primarily because western countries will not allow them to develop in the same way that we did.
Western countries became rich and powerful by abusing the power generated by fossil fuels. Now we are preventing developing countries from using that power.
Also the West has paid out loans to these countries and is charging massive interest on those loans.
Some have to pay almost their entire GDP in interest alone.
How can they develop quickly when everything is against them.

Some countries have NO means of making money (no resources, poor ground (no crops), over-populated, etc.)
Others have corrupt Officials who live large off of the resources they do have while none of the income is given back to the people (schools, clean water, health care etc.)
The answers are many.

Alot of well-off countries such as U.S.A. have given millions of
dollars in aid money to them, but their greedy leaders have all
squandered it. Example Sadam just recently hanged lived in
palaces made of marble & gold while the rest of his country
lived like peasents. Portions of Africa did not fare much better
alot of corrupt leaders their as well.
