Depends on the time period. Immigrants were generally included if they were from the main colony (if you are taling about the states, than british or european). In the late 1800's women began to be accepted to women's colleges. It wasn't until the early part of the 1900's that african americans began to be able to go to college in the states, but it was in special colleges.
