I heard that medical procedures done overseas in places like India are a lot cheaper. I was wondering if a flexible spending account will cover such expenses when they are done overseas.

I would ask the flex plan administrator. I used alternative medical care for an injury - my flex plan covered it, as long as I had a receipt for the treatment.
