My best bet is that your new Mac has wireless networking capabilities and a neighbour has an unsecured wireless network. If you like your neighbour, I'd tell them that they're network is not secured and that anyone can see their files and steal their Internet access. If you do not like your neighbour, well, then it's really up to you, however for the sake of reliability I would suggest getting your own Internet connection. (For the record, most Internet these days does not require you to attach your computer using a phone line, but in stead using a high-speed network line to an external modem or router. This is how most broadband Internet connections work.)

Russell Ault is corrected, I'll just add that you should reconfigure your wireless adapter to not automatically connect to wireless networks without your approval, for your own security.
